Most homeowners have their shutters, their generators, and their water supply. What most of them are missing is the one thing that determines whether they receive a fair insurance settlement or spend months fighting for it: pre-loss documentation.
A pre-loss documentation package created before hurricane season isn't just a nice-to-have. In Florida's current insurance climate, it is your single most powerful tool for winning any future claim dispute.
Florida has more hurricane landfalls than any other U.S. state. The insurance market has responded over the past several years with rising premiums, policy cancellations, and significantly increased claim scrutiny. Water damage is the most common cause of homeowner insurance claims in Florida β and consistently one of the most underpaid. Not because the damage isn't real, but because the full extent of water damage is rarely visible to the naked eye, and insurance adjusters frequently stop their assessment at what they can see.
What they miss costs policyholders thousands. Here's what a thorough water damage claim must address β and what typically gets left off the table when a policyholder doesn't have expert representation.
When an insurance adjuster inspects water damage, they document what is visible: wet flooring, stained drywall, damaged cabinetry. They write an estimate based on what needs to be removed and replaced based on surface evidence. Then they close the file.
What they don't document β and what a trained public adjuster using thermal imaging technology will find β is the water that traveled beyond the visible damage zone. Water migrates along the path of least resistance: through subfloor material into adjacent rooms, up wall cavities by capillary action, into insulation, behind shower surrounds, under baseboards, into electrical conduit pathways. In Florida's humid climate, wet building material that isn't remediated becomes a mold problem within 24 to 72 hours.
Secondary moisture spread. Thermal imaging and moisture meters reveal the true migration path of water. Without these tools, the adjuster's scope covers only the area of visible saturation β which may be 30β50% of the actual affected area.
Subfloor and underlayment damage. Surface flooring can appear undamaged while the subfloor beneath it is saturated and structurally compromised. Code upgrade requirements. When repairs exceed a certain threshold of the property's value, building codes may require upgrades to current standards β upgraded electrical panels, modern plumbing fixtures, hurricane-rated doors and windows. These code-required upgrades are typically covered under the "Ordinance or Law" provision in Florida homeowner policies. They are also among the most commonly overlooked covered expenses in a water damage claim.
Additional Living Expenses. If your home is uninhabitable during repairs β which is common in significant water damage events β your policy likely provides Additional Living Expense (ALE) coverage for hotel, meals, and temporary housing. Many policyholders never claim this benefit because their adjuster doesn't bring it up, and the policy language is opaque.
Personal property damage. Contents affected by water β furniture, electronics, clothing, appliances β are often valued at actual cash value (depreciated) by default. Many policies provide replacement cost coverage for contents as well. Ensuring your contents claim is valued at replacement cost rather than depreciated value can make a substantial difference in your final settlement.

Our public adjusting services operate on a contingency basis β we collect a fee only upon successful recovery of your claim settlement. For pre-loss documentation services, payment is due at booking and is non-refundable unless otherwise stated in writing.
All documentation, reports, scans, and imagery produced remain company property until services are paid in full. Upon full payment, a limited-use license is granted to the client for insurance claim filing and property records.

To the fullest extent permitted by Florida law, Progressive Public Adjusters LLC shall not be liable for indirect, incidental, or consequential damages. Total liability shall not exceed the amount paid for the specific services giving rise to the claim.
Client agrees to indemnify and hold harmless Progressive Public Adjusters LLC from any claims arising from misuse of documentation or violation of these Terms.
We may engage trusted third-party vendors strictly to fulfill services. We are not responsible for third-party failures beyond our reasonable control.
We reserve the right to update these Terms at any time. Continued use of our services following any modification constitutes acceptance of the revised terms.
These Terms shall be governed by the laws of the State of Florida. Disputes shall be resolved in the appropriate courts of Palm Beach County, Florida.
